“Fairness in Global Climate Change Finance”

Policy paper published by Heinrich Böll Foundation

It is now well established that action to avoid dangerous climate change must take place according to the principles of ‘responsibility and capability’, and the UN’s Framework Convention on Climate Change (UNFCCC) subscribes to this view. Morally and in political terms developed countries should lead global mitigation by making significant domestic emissions reductions. But in a world of limited finance, reductions arguably be undertaken wherever they can be made for the lowest cost. Since emissions reductions in developed countries are insufficient to resolve the climate problem and are often more expensive to make than in developing countries, the principles of responsibility and capability might more productively be applied to the financing of global reductions: this would mean that the higher a country’s level of responsibility and capability, the greater its share of global climate finance. Technically, developed countries are already obliged to transfer finance to developing countries, under the UNFCCC, which states that ‘agreed full incremental’ costs in developing countries should be met by finance and technology from developed countries (Article 4.3). Obama’s chance to lead the green recovery

By Joseph Stiglitz and Nicholas Stern
Published: March 2 2009 on Financial Times

We face two crises: a deep global financial crisis, caused by inadequate management of risk in the financial sector; and an even deeper climate crisis, the effects of which may seem more distant but will be determined by the actions we take now.

The scale of risk from climate change is altogether of a different and greater magnitude, as are the consequences of mismanaging or ignoring it. The US, in particular, has a window of opportunity to act on the financial crisis and, at the same time, lay the foundations for a new wave of growth based on the technologies for a low-carbon economy. World Bank warns of climate change in Andes

PERU - Lima, Feb 19 - Global climate change threatens the complete disappearance of the Andes’ tropical glaciers within the next 20 years, putting precious water, energy and food sources at risk, according to a World Bank report presented here Tuesday.

The study says glacial retreat has already reduced by 12 percent the water supply to Peru’s dry coastline, home to 60 percent of the country’s population.

“In Peru, (the glaciers) are melting very quickly. More than 20 percent of the glacial ice caps have disappeared since the 1970s,” World Bank climate change specialist Walter Vergara told reporters in the capital, Lima. Continua a leggere questo articolo…
